Permits and Registrations
All permits and registrations expire December 31st of the current year. You must register your license and/or renew your permit before performing any work in Kern County next calendar year. Permit/ Operator ID renewal can be done beginning November 27,2023 by appointment only. Hours for registration are 8:15 a.m. to 11:30 a.m. and 1:15 p.m. to 4:30 p.m. on normal business days. No appointments are required for registrations, but no registrations will be completed between 12:00 noon and 1:00 p.m.

Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS

Restricted Materials Permit / Operator ID
  • MASKS RECOMMENDED FOR ALL INDIVIDUALS. COVID-19 GUIDELINES SUBJECT TO CHANGE BASED ON LOCAL/STATE RESTRICTIONS.
  • PERMIT RENEWAL WILL BE BY APPOINTMENT ONLY.
  • 2024 Restricted Material Permit / Operator ID issuance will begin Monday, November 27, 2023.
  • Call for an appointment beginning Tuesday, November 14, 2023.
  • If anyone other than the property operator (permittee) will sign the Permit/Operator Identification, he/she must provide us with written documentation from the permittee to act on his/her behalf. If you are the property operator's authorized representative, please bring a Letter of Authorization with you to your appointment. The operator of the property is defined as the person who owns the property and/or is legally entitled to possess or use the property through terms of a lease, rental contract, trust, or other management arrangement. If the operator of the property is a business; the owner, partner or officer of the business may apply for the permit on behalf of the business or authorized representatives to obtain the Permit/Operator Identification.
  • The Kern County Department of Agriculture will begin checking to ensure that the permit/operator identification applicant is the Operator of the Property or authorized to obtain the permit on the operator's behalf. This will be done by requiring the Operator of the Property to produce documents or show other proof that he or she is the owner or entitled to possess or use the property under certain circumstances. (i.e. New permits/Operator Identifications; New sites; During disputes; And systematic spot checks) Please be prepared to show proof that the permittee is the owner or legally entitled to possess or use the property.
  • Important for 2024: School notification requirements and application restrictions for pesticide use near K-12 Public Schools and Licensed Childcare Facilities became effective on January 1, 2018. If you would like help with your annual School Notification Renewal for 2024, please bring in a list of the pesticides you intend to use in 2024.
  • Bring a list of changes from your current permit to your appointment.
  • Provide maps, including sensitive areas and surrounding crops. Maps will be compared to computer imagery to verify locations.
  • Private Applicator Certification (PAC) is required for Restricted Materials Permit applicants. Bring your current PAC with you to your permit appointment. PACs with last names beginning with the letters R-Z will expire Dec. 31, 2023.
  • Private Applicator Certificate (PAC) test available by appointment only. Please call (661) 868-6300 to make an appointment.
  • Use reports must be submitted in a timely manner. Failure to submit use reports will delay permit issuance and is a violation of law.
  • If you would like to participate in Web-Based Pesticide Use Reporting, please bring a complete list of ALL of your Pest Control Businesses, Pest Control Advisers, and Pesticide Dealers you would like to authorize to submit pesticide use reports online on your behalf.
  • We will also use this opportunity to gather data for our 2023 Crop Report. We would appreciate you filling out the following Crop Reporting Forms
    (for crop year 2023) and returning them on the day of your appointment. Estimates are useful if you don't have exact numbers at this time.

    Pest Control Business
    The Qualified Applicator License (QAL) holder must complete the registration process.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Qualified Applicator License for the calendar year of registration
  • Current State Business License for the calendar year of registration
  • Current Equipment List
  • Current Medical Supervision (If you use Organophosphates or Carbamates)
  • Fee is $50.00 per location
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed only if you will NOT use restricted materials. In addition to the above items you must include:
  • A letter stating you will not be using restricted materials
  • A completed Pest Control Business County Registration form (PR-PML-059)
  • Pest Control Advisor
    The license holder must complete the registration process.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Pest Control Adviser License for the calendar year of registration
  • Fee is $10.00 if Kern County is your home county. Fee is $5.00 if you are already registered in another county.
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed for Out of County PCAs. In addition to the above items you must include:
  • A completed Pest Control Adviser Registration form (PR-PML-091)
  • Structural Pest Control Business
    Notice to Structural Pest Control Businesses
  • You can now submit monthly summary pesticide use reports (MSPURs) to the Kern County Department of Agriculture online or electronically.
    See the Electronic and Online Use Report Submission letter for more information.
  • BRANCH 1
    A responsible person must register in person.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Structural Pest Control Board Company Registration for the calendar year of registration
  • Current Operator License for the calendar year of registration
  • Completed Registration for Branch 1 - Structural Fumigation form (3 Pages)
  • Fee is $10.00
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • BRANCH 2 and/or 3
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Structural Pest Control Board Company Registration for the calendar year of registration
  • Current Operator License for the calendar year of registration
  • Completed Branch 2-3 - Qualified Manager Registration form (2 Pages)
  • Fee is $10.00
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed. In addition to the above items you must include:
  • A completed Branch 2-3 - Qualified Manager Registration form
  • Farm Labor Contractor
    The license holder must complete the registration process.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Farm Labor Contractor License with picture or letter from Department of Industrial Relations verifying that you are currently licensed for the calendar year of registration with a valid picture ID
  • Fee is $25.00
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed. In addition to the above items you must include:
  • A copy of your current home county registration for the year you are registering for in Kern County
  • Completed County Agricultural Commissioner Farm Labor Contractor Registration Form and Farm Labor Contractor Registration and Responsibilities to Employees form. English Spanish
  • Maintenance Gardener
    The Qualified Applicator Certificate (QAC) holder must complete the registration process.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Qualified Applicator Certificate for the calendar year of registration
  • Current State Business License from the Department of Pesticide Regulation for the calendar year of registration
  • Fee is $25.00
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed. In addition to the above items you must include:
  • A letter stating you will not be using restricted materials
  • A completed Pest Control Business County Registration form (PR-PML-059)
  • Agricultural Pilot
    The certificate holder must complete the registration process.
    To complete the registration process you must bring the following items (All items must be current for the calendar year of registration):
  • Valid Picture ID
  • Current Department of Pesticide Regulation Pest Control Aircraft Pilot Certificate for the calendar year of registration
  • If you are an apprentice, you must have a journeyman to supervise you
  • Fee is $10.00 if Kern County is your home/primary county. Fee is $5.00 if you are already registered in another county.
    (Fees may be paid with cash, check or money order - WE DO NOT ACCEPT CREDIT/DEBIT CARDS)
  • Registration by mail is allowed for Out of County Pilots. In addition to the above items you must include:
  • A completed County Pilot Registration form (PR-PML-009)
  • Beekeeper
  • The California Food and Agricultural Code (FAC) requires every person who owns, operates, or is in possession of an apiary located within the state to register the number of colonies and location of each apiary by January 30th of each new year. If you own, operate or are in possession of an apiary located within Kern County, you must register your apiary at BeeWhereCalifornia.com.
